Spatial Web Programmer

The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of Integrated Land Administration and Spatial Planning Project (ILASPP), and intends to apply part of the proceeds for individual consultant service as Spatial Web Programmer.
The Spatial Web Programmer will provide technical assistance, capacity building, and project implementation supervision to government counterparts of ILASPP (Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN), Geospatial Information Agency (BIG), and Ministry of Home Affairs (MOHA), particularly on land valuation activities, including developing land value mapping systems, analyzing predictive models, creating GIS features, conducting spatial analysis, visualizing results, performing data queries, maintaining the system and spatial data quality improvement. The specialist will work with the ATR / BPN at the national, provincial and district level, as well as with PMU / PIU and the World Bank’s task team. The Specialist will be engaged for full-time assignments that are initially expected for 5 (five) months and extendable based on needs and performance. The assignment is expected to start from August 2026.

Responsibilities

Spatial Web Programmer under supervision and coordination of the Project Leader will be responsible, but are not limited to the following:

• Participating in all activities within the Directorate of Land Valuation and Land Economics;
• Analyzing and developing predictive land value calculation models (both zone and parcel levels) using existing or new statistical methods;
• Developing or identifying spatial analyses related to land value increases using various relevant or correlated data conditions;
• Visualizing spatial analysis results (as mentioned above) in an existing portal / dashboard;
• Performing other tasks related to land valuation and land economics;
• Developing digital mapping-based applications for land valuation and land economics activities; and
• Preparing user manuals for land valuation and land economics applications.

Qualifications

Spatial Web Programmer shall have the following minimum qualifications and experience:

• Minimum education: Bachelor’s degree (S1) in Computer Science / Informatics Engineering / Information Systems / Geography;
• At least 1 years of experience as a programmer;
• Knowledge of programming using HTML, CSS, JavaScript, Python, and SQL;
• Understanding of GIS tools: Google Maps, ArcGIS, QGIS;
• Proficiency in SVN and Git;
• Experience in application deployment;
• Knowledge of Microservices architecture;
• Portfolio available for presentation during the interview; and
• Willing to work full time.

The consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulation for IPF Borrower (September 2023).
