Logo KemenkesThe Ministry of Health (MoH) of the Republic of Indonesia is implementing two strategic projects financed by the Islamic Development Bank (IsDB): the Strengthening of National Referral Hospitals and Vertical Technical Units Project (IsDB Financing IDN-1031) and the Strengthening of National Referral Hospitals on Oncology Services Project (IsDB Financing IDN-1054).
These Projects are designed to strengthen Indonesia's national referral healthcare system by improving healthcare infrastructure, enhancing medical equipment and technology, strengthening hospital governance and institutional capacity, supporting digital transformation, and improving the quality and efficiency of health service delivery. The Projects also aim to enhance project management, monitoring and evaluation, procurement, financial management, and reporting to ensure effective implementation and the achievement of the intended development objectives.
To support the successful implementation and completion of these Projects, the Ministry of Health invites qualified and experienced professionals to serve as Individual Consultants across various technical, managerial, analytical, and operational functions. The selected consultants will work closely with the Project Management Unit (PMU), Project Implementation Units (PIUs), participating hospitals, and other stakeholders in accordance with the Government of Indonesia regulations and the Islamic Development Bank (IsDB) policies and procedures.

Procurement Expert

  • Jakarta

Qualifications

The consultant should have the following qualifications:
  • Master’s degree (S2) preferred in Engineering, Business Administration, Public Administration, Law, Economics, Management, Supply Chain Management, or other relevant with certification in procurement;
  • Minimum 7 years of experience of professional experience in public procurement, contract management, or procurement of goods, works, and consulting services of Multi-lateral Development Banks and International Development Financing Institutions; such as IsDB, World Bank, ADB, JICA, or similar international organizations.
  • Understanding of the GoI Presidential Decree on Procurement, and have good working experience with LKPP;
  • Experience in procurement of medical equipment, hospital infrastructure, healthcare services, or health sector projects is highly desirable.
  • Excellent communication, report writing, and stakeholder coordination skills.
  • Good command of written and spoken English.

Monitoring and Evaluation (Monev) Expert

  • Jakarta

Qualifications

The consultant should have the following qualifications:
  • Master's degree in Public Health, Epidemiology, Health Management, Statistics, Economics, Public Policy, Public Administration, Development Studies, Engineering, Management, Monitoring and Evaluation, or other relevant disciplines from a recognized university.
  • Minimum five (5) years of relevant professional experience in monitoring and evaluation, project management, performance management, or development project implementation.
  • Experience in developing logical frameworks, key performance indicators (KPIs), monitoring plans, and performance measurement systems.
  • Experience working with government institutions, hospitals, or internationally funded projects financed by IsDB, World Bank, ADB, JICA, WHO, or similar organizations will be an advantage.
  • Strong analytical skills and experience in quantitative and qualitative data analysis.
  • Excellent report writing, presentation, stakeholder coordination, and communication skills.
  • Experience using data visualization and reporting tools such as Microsoft Excel, Power BI, Tableau, or similar applications is desirable.
  • Good command of written and spoken English.

Project Completion Report (PCR) Expert

Qualifications

The consultant should have the following qualifications:
  • Minimum Master's degree in Public Health, Health Management, Civil / Architectural Engineering, Public Policy, Economics, or related field;
  • At least 10 years of experience in project management or evaluation of donor-funded projects, of which at least 5 years in the infrastructure and/or health sector;
  • Demonstrated experience in preparing completion reports (PCR/ICR) or evaluation reports for projects financed by multilateral development banks (e.g., IsDB, World Bank, ADB, or similar);
  • Strong understanding of IsDB (or comparable MDB) project cycle, results-based monitoring frameworks, procurement, financial management, and safeguards requirements;
  • Experience working with government institutions, particularly in the health sector.
  • Strong analytical and report writing skills in Bahasa Indonesia and English;

Reporting Specialist

  • Jakarta

Qualifications

The Reporting Specialist shall possess the following qualifications:
  • Master's degree in Public Health, Health Policy, Health Management, Hospital Administration, Health Information Management, Public Policy, Public Administration, Development Studies, Economics, Statistics, Management, Engineering, Information Systems, or other relevant disciplines from a recognized university.
  • Minimum five (5) years of progressively responsible professional experience in project reporting, performance management, monitoring and evaluation, strategic planning, project management, health sector development, or related fields.
  • Demonstrated experience in preparing high-level analytical reports, management reports, project performance reports, and reports for donor-funded or internationally financed projects.
  • Proven experience supporting government institutions, healthcare organizations, development partners, multilateral development banks (MDBs), or international organizations.
  • Experience in consolidating technical, financial, procurement, implementation, and health sector performance data into integrated project reporting products.
  • Experience in preparing executive reports, policy briefs, dashboards, and presentations for senior management, steering committees, development partners, and external stakeholders.
  • Demonstrated knowledge of health systems, hospital management, healthcare service delivery, health information systems, or health sector reform initiatives is highly desirable.
  • Experience working on health sector development projects, hospital strengthening initiatives, or projects financed by international development partners such as IsDB, World Bank, ADB, JICA, WHO, or similar institutions will be a strong advantage.
  • Excellent analytical, report writing, stakeholder coordination, and communication skills, with the ability to synthesize complex information into concise, evidence-based reports.
  • Good command of written and spoken English.

Digital Transformation and Organization Expert

  • Jakarta

Qualifications

The Digital Transformation and Organization Expert shall possess the following qualifications:
  • Master's or Bachelor's degree in Information Systems, Computer Science, Health Informatics, Digital Health, Public Health, Health Management, Organizational Development, Business Administration, Industrial Engineering / Management, Data Science, or other relevant disciplines from a recognized university.
  • Minimum seven (7) years of overall professional experience, with at least five (5) years of experience in managing organizational change and/or large-scale digital transformation projects.
  • Proven experience in designing, implementing, or managing health information systems, digital health platforms, or system integration initiatives, preferably within the healthcare sector.
  • Strong knowledge of digital transformation, system interoperability, data governance, and IT-enabled organizational change.
  • Proven experience in organizational development, business process re-engineering, and institutional strengthening, particularly in complex multi-stakeholder environments.
  • Experience in developing and delivering training programs, capacity building activities, and technical workshops for government or healthcare institutions.
  • Strong communication, facilitation, stakeholder engagement, and interpersonal skills, with the ability to work effectively in multidisciplinary teams.
  • Experience working in the healthcare sector or health sector digital transformation projects will be considered a strong advantage.
  • Experience in projects financed by international development partners such as IsDB, World Bank, ADB, JICA, WHO, or similar institutions will be an added advantage.
  • Excellent analytical, documentation, and report writing skills, with good command of written and spoken English.

Reporting Officer

Qualifications

  • Bachelor's degree in Public Health, Hospital Administration, Health Information Management, Health Management, Health Policy, Statistics, Information Systems, Computer Science, Data Science, Public Administration, Economics, Engineering, Management, or other relevant disciplines
  • Minimum three (3) years of relevant professional experience in project reporting, project coordination, monitoring and evaluation, health information management, project administration, or management information systems.
  • Experience in supporting health sector projects, hospital development programs, or projects financed by multilateral development banks or international development partners (e.g., IsDB, World Bank, ADB, JICA, or other development partners) will be an advantage.
  • Experience in managing project documentation, procurement records, contract documentation, and correspondence is highly desirable.
  • Familiarity with healthcare systems, hospital operations, health information systems, or health service delivery is an advantage.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint), with experience in dashboard and data visualization tools such as Power BI, Looker Studio, Tableau, or equivalent considered an asset.
  • Excellent analytical, organizational, report writing, and communication skills.
  • Good command of written and spoken English.

Technical Assistant

Qualifications

  • Bachelor's degree in Public Health, Hospital Administration, Health Management, Health Policy, Nursing, Medicine, Pharmacy, Health Information Management, Epidemiology, Statistics, Public Administration, Management, Engineering, Information Systems, or other relevant disciplines from a recognized university.
  • Minimum three (3) years of relevant professional experience in project coordination, project administration, health program implementation, or technical support in health sector projects.
  • Experience in supporting health sector projects, hospital development programs, health system strengthening initiatives, or projects financed by international development partners (e.g., IsDB, World Bank, ADB, JICA, WHO) will be an advantage.
  • Familiarity with hospital operations, healthcare service delivery, referral systems, or health program implementation is highly desirable.
  • Experience in preparing project documentation, TOR, meeting minutes, activity reports, and official correspondence.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and ability to support basic data processing and reporting tasks.
  • Good understanding of project coordination, administrative procedures, and document management systems.
  • Strong organizational, coordination, and multitasking skills in supporting multistakeholder health projects.
  • Good communication and interpersonal skills with ability to work effectively in multidisciplinary teams.
  • Good command of written and spoken English is an advantage.

Data Analyst

Qualifications

  • Bachelor’s degree in Statistics, Data Science, Computer Science, Information Systems, Mathematics, Public Health, Health Information Management, Epidemiology, Biostatistics, Health Informatics, Economics, Engineering, or other relevant disciplines.
  • Minimum three (3) to five (5) years of relevant professional experience in data analysis, health information systems, monitoring and evaluation, business intelligence, or data management.
  • Proven experience in developing and managing dashboards, data visualization tools, and analytical reporting systems using tools such as Microsoft Excel (advanced), Power BI, Tableau, Looker Studio, or similar platforms.
  • Strong skills in data cleaning, data validation, data processing, and statistical analysis, ensuring accuracy, consistency, and reliability of datasets.
  • Experience working with health sector data systems, hospital information systems (SIMRS/HIS), public health programs, or disease-related databases is highly desirable.
  • Knowledge of health data standards, interoperability concepts, and data governance principles is an advantage, particularly in integrated health information environments.
  • Ability to analyze and interpret complex datasets and translate them into clear insights, reports, and decision-support information for management.
  • Experience in projects funded by international development partners such as IsDB, World Bank, ADB, JICA, WHO, or similar institutions will be considered an advantage.
  • Proficiency in analytical tools such as SQL, Python, R, SPSS, or STATA is highly desirable.
  • Strong analytical thinking, problem-solving skills, attention to detail, and ability to work under tight deadlines in multidisciplinary teams.
  • Good communication skills and ability to present data insights to both technical and non-technical stakeholders.
  • Good command of written and spoken English.
