The Hajj Financial Management Agency, known in Indonesia as Badan Pengelola Keuangan Haji (BPKH), is a government-established institution tasked with managing the financial aspects of the Hajj pilgrimage. It was formed to ensure that the funds collected from prospective pilgrims are handled professionally, transparently, and in accordance with Islamic financial principles. The agency plays a crucial role in safeguarding the financial interests of Indonesian Muslims who plan to undertake the pilgrimage to Mecca. The agency operates independently and is overseen by two main bodies: the executive board and the supervisory board. The executive board is responsible for the day-to-day operations, including investment decisions and fund allocation. The supervisory board ensures that all activities are conducted ethically, transparently, and in compliance with regulations. Members of both boards are selected through a formal process involving the President and the House of Representatives, ensuring accountability and public trust.
One of BPKH’s key functions is to invest the collected Hajj funds in sharia-compliant financial instruments. These investments generate returns that help subsidize the cost of the pilgrimage, making it more affordable for Indonesian Muslims. The agency places funds in Islamic banking products, sukuk (Islamic bonds), and other halal investment vehicles. This strategy not only preserves the value of the funds but also contributes to the development of the Islamic finance sector in Indonesia.
BPKH also plays a strategic role in international cooperation. It has established a subsidiary in Jeddah, Saudi Arabia, to facilitate direct investments and improve service delivery for Indonesian pilgrims. The agency actively participates in global forums and collaborates with institutions such as Bank Indonesia to promote sharia economics and enhance the quality of Hajj services. Through these efforts, BPKH positions Indonesia as a leader in Hajj financial management on the global stage.
Despite its achievements, BPKH faces several challenges. Legal harmonization remains an issue, particularly between Law Number 34 of 2014 and Law Number 8 of 2019 on Hajj Worship Implementation. This has led to some ambiguity in institutional roles and responsibilities. Additionally, maintaining public trust is an ongoing priority, given the large sums of money involved and the spiritual significance of the pilgrimage. The agency must also ensure that financial efficiency translates into tangible improvements in the pilgrim experience.
To address these challenges, BPKH has implemented various reforms. These include digital transformation initiatives, enhanced risk management practices, and capacity building for its staff. The agency continues to refine its governance model and explore innovative solutions to improve its operations. By doing so, it aims to uphold its mandate and deliver value to the millions of Indonesian Muslims who rely on its services.

Asisten Manajer Komunikasi Strategis
Specific Requirements
- Minimum Bachelor’s degree (S1) in any major, preferably Communications / Journalism / Public Relations
- Work experience in corporate communication, public relations agency, media management, or strategic communication. Experience in financial industry or government institutions is an added value
- Experience collaborating and having connections with media
- Preferably having a journalism skills certificate
Asisten Manajer Monitoring dan Evaluasi Kemaslahatan 1
Specific Criteria
- Minimum Bachelor’s degree (S1) in any major, preferably Law
- Work experience in corporate social responsibility, philanthropic institutions, or financial institutions
- Skills and experience in contracts and agreements, monitoring and evaluation, and audit
- Preferably experienced in civil law aspects
- Having valid certifications in project management and / or CSR / ESG
Asisten Manajer Monitoring dan Evaluasi Kemaslahatan 2
Specific Criteria
- Minimum Bachelor’s degree (S1) in any major, preferably Civil Engineering / Architecture
- Work experience in corporate social responsibility, philanthropic institutions, or financial institutions
- Able to operate SketchUp, AutoCAD, or similar applications
- Preferably understanding and assessing construction implementation (progress curve-S, Shop Drawing, As Built Drawing) or procurement

Asisten Manajer Manajemen Sumber Daya Manusia
Specific Criteria
- Minimum Bachelor’s degree (S1) in any major
- Work experience in human resources
- Experienced in managing employee databases based on cloud or on premise
- Preferably able to use SQL and Excel, as well as visualization tools such as Power BI / Tableau to process and present data
- Experienced in analyzing HR function metrics related to compensation and benefit, turnover, recruitment, and performance management
- Having valid certifications in human resources
Asisten Manajer Hukum
Specific Criteria
- Minimum Bachelor’s degree (S1) in Law, preferably from universities with accreditation A. Preferably having concentration or academic experience in Business Law / Civil Law / Criminal Law / Constitutional Law / Administrative Law
- Work experience in law, with at least 3 years of experience in corporate legal functions, financial institutions, public bodies, state-owned enterprises, law firms, or institutions with regulatory, governance, investment, cooperation, and legal risk management complexity
- Strong experience and expertise in legislative drafting, legal opinion, legal memorandum, contract drafting, legal research, legal review, and analysis and harmonization of laws and regulations
- Ability to review, draft, negotiate, and finalize strategic agreements, including cooperation agreements, procurement, investment, professional services, and / or other legal documents with significant legal risks
- Ability to identify, analyze, and provide mitigation recommendations for legal risks, contractual risks, and governance risks in organizational activities
- Ability to draft legal documents systematically, argumentatively, and based on laws and regulations, as well as provide applicable legal considerations for leaders and work units
- Ability to coordinate across units, professional communication, problem solving, legal assistance, dispute resolution, and coordination with external parties, regulators, auditors, legal consultants, or relevant stakeholders
- Preferably having legal English proficiency
- Having an active advocate license from an advocate organization and other relevant certifications

Specific Criteria
- Minimum Bachelor’s degree (S1) in Law, Accounting, Management, Economics, or Islamic Banking
- Work experience in compliance, audit, law, finance, Islamic banking, or capital market
- Understanding financial institution governance, risk management, and regulations related to hajj finance
- Competence in regulatory understanding, compliance operational expertise, and technical analysis and reporting
- Having certifications related to compliance / governance / risk management / audit / law / finance / Islamic banking / capital market (preferred)
Asisten Manajer Manajemen Risiko Korporat 1
Specific Criteria
- Minimum Bachelor’s degree (S1) in Accounting / Financial Management / Statistics / Mathematics / Economics / Industrial Engineering

- Experience in preparing Risk Profiles

- Experience in preparing risk measurement tools such as PDN, VaR, NPF, ATMR, PD, LGD, KRI, RCSA, LED, Risk Maturity, Repricing (minimum 2)
- Expertise in banking risk management proven by Risk Management Certification from Risk Management Certification Agency / Banking Professional Certification Agency / Islamic Finance Professional Certification Agency or other Risk Management certifications recognized by BNSP
- Involved in implementing Enterprise Risk Management / Risk Management Architecture / Risk Management Framework

Specific Requirements
- Minimum education of Bachelor’s degree / equivalent for all study programs or majors from domestic or foreign universities
- Study program or major accreditation minimum B or "Baik Sekali" and preferably A or "Unggul"
- Education grade in the form of Grade Point Average (GPA) with a minimum of 3.00 on a scale of 4.00, for graduates of foreign universities must attach an equivalency certificate and GPA minimum 3.00 on a scale of 4.00 issued by the Ministry of Higher Education, Science, and Technology
- Minimum 3 years of work experience in the targeted position, proven by a certificate / reference or other supporting evidence
- Minimum TOEFL score of 500 or other valid English tests such as IELTS converted equivalently and issued by a recognized institution (ETS)
