The RDMP Balikpapan JO (Refinery Development Master Plan - Joint Operation) is a major national energy infrastructure initiative being developed by PT Kilang Pertamina Balikpapan, a subsidiary of Indonesia’s state-owned oil and gas company PT Pertamina (Persero). Its primary goal is to modernize and expand the Balikpapan refinery located in East Kalimantan, boosting its capacity from 260,000 barrels per day to 360,000 barrels per day. This upgrade is not merely a numerical enhancement but a strategic move to improve the refinery’s ability to produce cleaner, higher-quality fuels in line with international environmental standards.
The project is being executed through a joint operation involving key players such as Hyundai Engineering, Rekayasa Industri, SK Engineering and Construction, and PT PP. These firms bring together a blend of global expertise and local resources to address the engineering complexities of integrating cutting-edge technology into an existing facility. Among the technological upgrades is the inclusion of equipment capable of producing fuels compliant with EURO V standards, which means lower sulfur content and reduced emissions. New units such as the Crude Distillation Unit (CDU-IV), Hydro Cracking Units, and the Heavy Vacuum Unit have been installed or revamped to ensure efficiency and compliance with global benchmarks.
One of the signature engineering accomplishments of RDMP Balikpapan is the installation of a massive propylene splitter, weighing over 750 tons. This was made possible with the use of one of the world’s largest electric ring cranes, highlighting the scale and sophistication of the project. These physical achievements are matched by significant attention to safety and sustainability. The project has recorded over 100 million safe working hours, indicating a deeply ingrained culture of occupational health, safety, and environmental awareness. Operational improvements are also geared toward minimizing carbon emissions and enhancing resource efficiency.
Financially, RDMP Balikpapan JO is a multi-billion-dollar investment, with funding backed by equity and international loans supported by export credit agencies. Its economic impact extends beyond just fuel production-it is stimulating local industries, creating job opportunities, and attracting recognition at both regional and international levels. As of late 2024, the project had surpassed 91 percent completion, with full commissioning anticipated in 2025. Once operational, the refinery will support the production of petrochemical derivatives such as polypropylene and liquefied petroleum gas, further diversifying Indonesia's energy portfolio. DCS Operator

Requirements

• Bachelor's degree
• At least 5 years of experience in related field
• Work experience certificate
• Able to communicate in English

Responsibilities

• Operate and maintain the facilities in the Control Room / Field
• Process control and troubleshooting
• Operation of a wellsite proppant storage system
• Hands-on operation of all equipment and maintenance

Electrical Supervisor

Requirements

• Bachelor's degree in Electrical Engineering
• Minimum 2 years of experience
• Fluent in English
• Able to operate Microsoft Office, AutoCAD, etc.

Responsibilities

• Coordinating and controlling electrical construction work on site
• Supervising and ensuring the installation comply with project standard
• Completing remaining electrical work for Package 7

Commissioning Engineer

Requirements

• Bachelor's degree in Chemical Engineering
• Having knowledge about: Steam Turbine, Steam Blowing, Boiler
• Experienced in testing procedures
• Fluent in English

Responsibilities

• Oversaw daily operations
• Created and executed line cleaning plans for hydrocarbon and utility systems
• Managed boiler operation (steam blowing)
• Generated and analyzed reports and logs
• Developed Operation Manuals for OSBL units

Instrument Maintenance Supervisor

Requirements

• High School graduate or equivalent
• Have minimum 3 years of experience in Instrument Pre-Commissioning
• Strong knowledge in Instrument Testing (SAT, Loop Test, Function Test)
• Fluent in English

Responsibilities

• Perform hands-on commissioning and calibration of field instruments
• Support control system engineers in logic testing and process optimization
• Report commissioning progress and highlight any delays or issues
