About The Department of Foreign Affairs and Trade

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program, and helping Australian travellers and Australians overseas. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional, and bilateral interests.

About the position

Under limited direction, the Learning and Development Officer will plan, develop, administer and evaluate all activities regarding learning and development and the development of human resources policies and initiatives. The position works within a dynamic and diverse team to deliver efficient and effective human resource services to Australian diplomatic missions in the region.

The key responsibilities of the position include, but are not limited to:

  • Develop, implement, coordinate and advise on learning and development programs (internally and externally) including designing and facilitating learning and development sessions in order to cater for organisation learning needs.
  • Assess and analyse staff learning and development needs through Individual Development Plans review, stakeholder consultations and capability review to support capability development in alignment with organisational priorities.
  • Undertake research and analysis of staffing trends and demographics to assist in shaping HR strategies.
  • Develop and maintain strong and collaborative relationships with key internal and external stakeholders, including agency heads, vendors, training providers and local or international consultants with the aim to develop and implement HR strategies and enable support services.
  • Interpret, draft and implement policies and procedures in the learning and development space.
  • Monitor and manage the learning and development budget expenditure to ensure it complies with finance management policy and procedures.
  • Oversee personnel administration and HR related processes for Australian-based officers, including managing in-country language training and coordinating ad hoc administration duties as related to A-based postings.
  • Contribute to learning and development communications using a variety of mediums i.e., email, intranet, staff newsletter etc.
  • Monitor updates and changes to the organisation’s deployed Learning Management System (LMS) and guide stakeholders in identifying and resolving LMS related issues, ensuring the accuracy and integrity of learning and development data.

Qualifications / Experience

  • A qualification in human resources or a related discipline is desirable but not mandatory.
  • Demonstrated experience in developing, implementing and administrating learning and development programs or similar role.
  • Highly developed communication and liaison skills in both written and spoken English and Bahasa Indonesia is desirable.
  • High level computer skills and proficiency in Learning Management System(s) and Microsoft Office suite applications including Word, Excel, Outlook, PowerPoint, Internet.
  • Experience administering an online Learning Management System, is desirable.
  • Capacity to undertake administrative duties and to quickly acquire knowledge of procedures, policies and guidelines relating to DFAT learning and development.
  • Ability to supervise and provide direction to junior staff.
  • Sound organisational skills and an ability to prioritise and meet tight deadlines.
  • Demonstrated ability to develop strong relationships with stakeholders.
