PT Citilink Indonesia is a subsidiary of Garuda Indonesia which based on the Natakusumah Notarial Deed No. 01 dated January 6th, 2009 in Sidoarjo, East Java. The deed of establishment was approved by Ministry of Law and Human Rights (Kemenkunham) under approval letter No. AHU-14555.AH.01.01 year 2009 dated April 22nd, 2009. Citilink Indonesia's shareholder at the time of its establishment was 67% PT Garuda Indonesia (Persero) Tbk. ("Garuda") and 33% PT Aerowisata ("Aerowisata").
Since May 2011, Citilink Indonesia’s flight was managed by Garuda Indonesia’s Strategic Business Unit (SBU) which operated under Garuda’s AOC and using Garuda flight number.

The origins of PT Reska Multi Usaha date back to the Dutch colonial era when the government provided railway restaurants to cater to passengers' needs during their journeys. The Public Company BULOG (Perum BULOG) is a State-Owned Enterprise (BUMN) established on January 21, 2003. Its establishment was based on Government Regulation No. 7 of 2003 concerning the Establishment of the Public Company (Perum) BULOG, as amended by Government Regulation No. 61 of 2003 regarding Amendments to Government Regulation No. 7 of 2003. The establishment of Perum BULOG cannot be separated from the existence of its predecessor institution, the Logistics Agency (BULOG).
