Ditjen PSDKP Ministry of Marine Affairs and Fisheries Jobs: Port Engineer

Kementerian Kelautan dan Perikanan LogoThe Directorate General of Marine and Fisheries Resources Surveillance (Ditjen PSDKP) is a vital operational unit under the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia. Its primary mandate is to oversee, regulate, and enforce laws related to the sustainable use and protection of Indonesia’s vast marine and fisheries resources. As a maritime nation with one of the longest coastlines in the world, Indonesia faces significant challenges in safeguarding its territorial waters from illegal, unreported, and unregulated (IUU) fishing, environmental degradation, and unauthorized exploitation of marine space. Ditjen PSDKP plays a central role in addressing these challenges through a combination of surveillance, law enforcement, policy implementation, and inter-agency coordination.
Ditjen PSDKP is responsible for formulating and executing technical policies related to the monitoring and control of marine and fisheries resource utilization. This includes overseeing fishing activities, aquaculture operations, marine conservation zones, and the use of marine space for various economic and environmental purposes. The directorate also ensures compliance with national and international regulations, particularly those concerning the protection of endangered marine species, the prevention of destructive fishing practices, and the maintenance of ecological balance in coastal and offshore areas.
One of the core functions of Ditjen PSDKP is the deployment of marine surveillance vessels and personnel to conduct routine patrols and targeted operations in Indonesia’s territorial waters. These patrols are designed to detect and deter illegal fishing activities, especially those conducted by foreign vessels in Indonesia’s exclusive economic zone (EEZ). The directorate operates a fleet of monitoring vessels equipped with modern navigation and communication systems, enabling real-time coordination with central command and other enforcement agencies. In addition to sea patrols, Ditjen PSDKP utilizes satellite-based vessel monitoring systems (VMS), aerial surveillance, and coastal radar installations to enhance its monitoring capabilities.
The directorate also maintains a specialized force of civil service investigators (PPNS), marine resource protection officers, and trained vessel crews who are authorized to conduct inspections, collect evidence, and initiate legal proceedings against violators. These personnel undergo regular training in maritime law, fisheries regulations, and operational safety to ensure effective enforcement and adherence to due process. Ditjen PSDKP collaborates closely with the Indonesian Navy, the Water and Air Police (Polairud), and other national security agencies to conduct joint operations and share intelligence on maritime threats.
In recent years, Ditjen PSDKP has intensified its efforts to combat IUU fishing through high-profile arrests, vessel seizures, and public destruction of confiscated fishing gear. These actions serve both as a deterrent and as a demonstration of Indonesia’s commitment to protecting its marine sovereignty. The directorate has also expanded its focus to include the monitoring of marine spatial planning violations, such as unauthorized reclamation, illegal construction in coastal zones, and unlicensed use of marine space for tourism or industrial activities.
Beyond enforcement, Ditjen PSDKP engages in community outreach and capacity-building initiatives aimed at promoting responsible fishing practices and marine stewardship among coastal populations. Educational programs, stakeholder consultations, and partnerships with local governments are integral to fostering compliance and reducing conflicts over resource use. The directorate also supports the development of sustainable fisheries through technical assistance, data collection, and policy recommendations that align with Indonesia’s broader marine conservation goals.
Ditjen PSDKP is actively involved in regional and international cooperation frameworks, including the Southeast Asian Fisheries Development Center (SEAFDEC), the Regional Plan of Action to Promote Responsible Fishing Practices (RPOA-IUU), and various bilateral agreements with neighboring countries. These collaborations facilitate information exchange, joint patrols, and harmonization of enforcement standards across maritime boundaries. The directorate also contributes to global discussions on marine governance, biodiversity protection, and climate resilience in coastal ecosystems.
To enhance transparency and accountability, Ditjen PSDKP has adopted digital platforms for reporting, data management, and public communication. These systems allow stakeholders to access information on enforcement activities, vessel licensing, and marine spatial planning decisions. The integration of technology into surveillance operations has significantly improved the directorate’s responsiveness and operational efficiency.
As Indonesia continues to prioritize the blue economy and sustainable marine development, Ditjen PSDKP remains a cornerstone institution in ensuring that marine and fisheries resources are managed responsibly, equitably, and in accordance with national interests. Its multifaceted approach, combining enforcement, education, and collaboration, reflects a comprehensive strategy to safeguard Indonesia’s maritime future.
