BPKH LogoThe Hajj Financial Management Agency, known in Indonesia as Badan Pengelola Keuangan Haji (BPKH), is a government-established institution tasked with managing the financial aspects of the Hajj pilgrimage. It was formed to ensure that the funds collected from prospective pilgrims are handled professionally, transparently, and in accordance with Islamic financial principles. The agency plays a crucial role in safeguarding the financial interests of Indonesian Muslims who plan to undertake the pilgrimage to Mecca.
BPKH was established under Law Number 34 of 2014 concerning Hajj Financial Management. This law mandates the agency to collect, manage, invest, and disburse Hajj funds in a way that benefits the pilgrims and supports the sustainability of Hajj operations. Before BPKH’s formation, the Ministry of Religious Affairs was responsible for managing these funds. However, the increasing complexity and volume of Hajj-related finances led to the need for a specialized body with financial expertise and a strong governance framework.
The agency operates independently and is overseen by two main bodies: the executive board and the supervisory board. The executive board is responsible for the day-to-day operations, including investment decisions and fund allocation. The supervisory board ensures that all activities are conducted ethically, transparently, and in compliance with regulations. Members of both boards are selected through a formal process involving the President and the House of Representatives, ensuring accountability and public trust.
One of BPKH’s key functions is to invest the collected Hajj funds in sharia-compliant financial instruments. These investments generate returns that help subsidize the cost of the pilgrimage, making it more affordable for Indonesian Muslims. The agency places funds in Islamic banking products, sukuk (Islamic bonds), and other halal investment vehicles. This strategy not only preserves the value of the funds but also contributes to the development of the Islamic finance sector in Indonesia.
BPKH also plays a strategic role in international cooperation. It has established a subsidiary in Jeddah, Saudi Arabia, to facilitate direct investments and improve service delivery for Indonesian pilgrims. The agency actively participates in global forums and collaborates with institutions such as Bank Indonesia to promote sharia economics and enhance the quality of Hajj services. Through these efforts, BPKH positions Indonesia as a leader in Hajj financial management on the global stage.
Despite its achievements, BPKH faces several challenges. Legal harmonization remains an issue, particularly between Law Number 34 of 2014 and Law Number 8 of 2019 on Hajj Worship Implementation. This has led to some ambiguity in institutional roles and responsibilities. Additionally, maintaining public trust is an ongoing priority, given the large sums of money involved and the spiritual significance of the pilgrimage. The agency must also ensure that financial efficiency translates into tangible improvements in the pilgrim experience.
To address these challenges, BPKH has implemented various reforms. These include digital transformation initiatives, enhanced risk management practices, and capacity building for its staff. The agency continues to refine its governance model and explore innovative solutions to improve its operations. By doing so, it aims to uphold its mandate and deliver value to the millions of Indonesian Muslims who rely on its services.

General Requirements

  • Indonesian citizenship
  • Physically and mentally healthy
  • Possess integrity and an irreproachable personality
  • Possess qualifications and competencies in accordance with the needs
  • Not currently a suspect or defendant in judicial proceedings
  • Never convicted with imprisonment based on a court decision with permanent legal force
  • Never dishonorably discharged as an employee
  • Not currently serving as a board member and / or member of a political party.

Specific Requirements

  • Education: Bachelor's degree in Engineering / Computer Science / Information Systems
  • Minimum 15 (fifteen) years of experience in managing information technology security (IT Security)
  • Has held positions as IT Security Architect / IT Security Operator / Cyber Security Specialist / IT Security Analyst
  • Possesses in-depth knowledge of information security controls, and system prevention and recovery practices
  • Experienced and capable in IT Security management and Information Security Management System (ISMS) ISO 27000 series
  • Experienced and capable in IT Security Architecture
  • Experienced and capable in IT Security Operation
  • Experienced and capable in preparing and evaluating annual activity budget plans
  • Able to formulate and develop policy concepts, systems, and operational procedures
  • Able to manage operational risks and preferably holds a certificate in IT security risk management
  • Experienced and capable in leading teams in IT security-related units
  • Preferably holds certifications such as CISSP, CEH, CISM, and / or CompTIA Security+.
