Procurement Officer for Directorate General Spatial Planning

  • Jakarta
The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of Integrated Land Administration, Spatial Planning, and Provision of Large-Scale Base Map (ILASP) Project and intends to apply part of the proceeds for individual consultant service as Procurement Officer for Directorate General Spatial Planning. The consultant will work full-time to support the Activity Implementation Unit at the Directorate General of Spatial Planning (DGSP), as the implementing entity for activities under this component. The consultant will serve as part of the ILASP Project Activity Management Unit, under the taskforce of the Commitment Making Officer in DGSP and close coordination with Procurement Specialist and the supervision of the Project Manager, and will be accountable to the Director of the ILASP Project Activity Management Unit. The primary objective month of this assignment is to support the end-to-end implementation of procurement activities throughout the implementation of Component 1 of the ILASP Project. The assignment is expected to start in June until December 31, 2026.

Job Description

The selected consultant will carry out the following task, but not limited to:
  • Procurement Planning and Documentation:
    • Assist the Commitment Making Officer in the preparation and periodic updating of the Project Procurement Plan.
    • Assist Commitment Making Officer in drafting basic procurement documents, such as RFQs, RFPs, EOIs, and etc;.
    • Collect technical specifications or TORs from user units for review; and
    • Help compile other supporting documents required for procurement processes.
    • To coordinate with the Technical Directorates and the Secretariat of the Directorate General of Spatial Planning (DGSP) in the process of programming/planning project activities.
  • Procurement Process Coordination and Facilitation:
    • Support facilitation of procurement meetings and processes, including pre-bid/clarification meetings, evaluation meetings, negotiations, and related activities;
    • Support the distribution of documents throughout the procurement process;
    • Support in the revision of procurement documents throughout the procurement process;
    • Facilitate the administrative request from Pokja UPKBJ and Procurement Specialist or other stakeholders when needed; and
    • Help identify potential consultants, suppliers, and relevant markets for procurement opportunities.
    • To coordinate with the Technical Directorates and the Secretariat of the Directorate General of Spatial Planning (DGSP) in the preparation of procurement documents.
  • Monitoring and Reporting:
    • Assist in monitoring the progress of procurement implementation, including Framework Agreement (FA) processes.
    • Support the preparation of procurement progress reports on a monthly basis or as required by the Project.
    • Assist in updating procurement schedules and tracking implementation status.
  • Data Management and Archiving:
    • Support the systematic compilation, organization, and archiving of procurement documents and records in accordance with project filing standards.
    • Assist in maintaining up-to-date procurement data within the Systematic Tracking of Exchanges in Procurement (STEP) system, including periodic uploading and updating of procurement-related documents and records.

Qualifications and Experience

The Consultant shall have the following minimum qualifications and experience:
  • Minimum Bachelor's degree in all majors with minimum of 3 (three) years of experience in procurement of goods / services or relevant activities;
  • Holds a Governance Procurement Expert Certification or related .
  • Experience supporting procurement activities within an international or donor-funded environment is an advantage.
  • Experience working with Government of Indonesia (GoI) procurement processes and/ or World Bank procurement frameworks will be considered an advantage.
  • Good understanding of procurement procedures, documentation, and workflow.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Target-oriented with strong organizational and time management skills.
  • Possesses strong communication skills in both English and Indonesian, in writing and orally.
