Spatial Data Monitoring Manager

• Jakarta

The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of Integrated Land Administration and Spatial Planning Project (ILASPP), and intends to apply part of the proceeds for individual consultant service as Spatial Data Monitoring Manager.
Spatial Data Monitoring Manager will be hired to coordinate with the Directorate of Cadastral Surveying and Mapping in formulating strategies, designing methods, and providing monitoring data to improve the quality of spatial data on land parcels, develop technical strategies to ensure spatial data mapping quality, minimize anomalous data, and reduce gaps and overlaps in mapped land parcels (KW1, 2, 3), analyze issues in the mapping process and enhance data quality, provide guidance and supervision to Spatial Data Officers, and prepare recommendation materials as attachments to monthly reports on field anomalies. Spatial Data Monitoring Manager will be engaged for full-time assignments that are initially expected for seven (7) months and extendable based on needs and performance. The assignment is expected to start in June 2026 until December 31, 2026. It is expected that Spatial Data Monitoring Manager may have to work additional hours depending on the workload or the requests of the Director of Cadastral Surveying and Mapping.

Responsibilities

Spatial Data Monitoring Manager under supervision and coordination of the Director of Cadastral Surveying and Mapping will be responsible, but are not limited to the following:

• Coordinate with the Directorate of Cadastral Surveying and Mapping in developing strategies and designing methods, and providing monitoring data for activities to improve the quality of spatial data on land parcels.
• Develop and arrange technical strategies to ensure the quality of spatial data mapping.
• Develop and arrange technical strategies to minimize the amount of anomalous data and reduce gaps and overlaps in mapped land parcels (KW1,2,3).
• Conducting analysis of problems and challenges that occur during the land data mapping process and improving its quality.
• Provide guidance and monitor the Spatial Data Officer.
• Prepare recommendation materials as an attachment to monthly reports on anomalous field findings.

Qualifications and Experience

Spatial Data Monitoring Manager shall have the following minimum qualifications and experience:

• Minimum education: Bachelor's degree in Geodetic Engineering or Geomatics Engineering.
• Minimum 5 years technical and managerial experience in surveying, mapping, spatial data management.
• Work experience in ministries / agencies or government institutions / rural community organizations / NGOs / experience working on projects funded
• by the Government, the World Bank, international institutions, or other multilateral organizations.
• Understanding land management in Indonesia.
• Understanding qualitative policy analysis methods.
• Understanding the business process of implementing land surveying and mapping at the Ministry of ATR/BPN.
• Master the concepts and implementation of spatial analysis.
• Mastering spatial analysis applications (AutoCAD, ArcGIS).
