The program is structured so that participants pay monthly premiums based on their income, while the government subsidizes premiums for lower-income groups to ensure equal access to healthcare.
Despite its noble objectives, BPJS Kesehatan has faced significant challenges. One of the main issues is the financial deficit, caused by a mismatch between contributions and claims. In 2016, the program recorded a deficit of over six trillion IDR, which grew to 32 trillion IDR within three years. In response, the government increased premium rates by 80 to 100 percent, which led to concerns about affordability among lower-income citizens. Another challenge is hospital overcrowding, as many public hospitals struggle to accommodate the high number of BPJS Kesehatan patients. Some hospitals have also reported delays in reimbursement, which affects the quality of care provided.
To address these issues, BPJS Kesehatan has implemented several reforms, including digitizing healthcare access, which allows participants to register, check their insurance status, and schedule appointments online. The agency has also expanded partnerships with private hospitals to increase accessibility and introduced telemedicine services, enabling remote medical consultations to reduce hospital congestion and improve efficiency.
Despite these challenges, BPJS Kesehatan remains a cornerstone of Indonesia's healthcare system, striving to provide sustainable and equitable access to medical services. Job Description
Pegawai Administrasi Tidak Tetap / Non-Permanent Administrative Employee (PATT) is a non-permanent employee recruited to support the implementation of BPJS Kesehatan’s organizational functions according to the needs of the work unit.As a PATT Staff, you will play a role in supporting operational activities, administration, and other tasks according to the field and needs of the assigned work unit. The scope of duties will be adjusted to the position and respective work unit.

General Qualifications
- Willing to work full-time under contract status
- Minimum education Diploma 3 (D3) in any major
- Minimum GPA of 3.00 on a 4.00 scale
- Graduated from a university with minimum accreditation grade B or Baik Sekali
- Not older than 26 years as of December 31, 2026
- Unmarried
- No record of unlawful conduct
- Willing to be placed in BPJS Kesehatan’s work areas (including cities / districts)
Specific Qualifications
- For applicants to work units in Aceh Province (Regional Deputy I), namely Banda Aceh, Langsa, and Lhokseumawe Branch Offices, preference is given to those holding Aceh Province ID cards.
- For applicants to work units in Papua (Regional Deputy XII), preference is given to Indigenous Papuans (OAP) with the following conditions:
- Minimum GPA of 2.76 on a 4.00 scale
- Not older than 31 years as of December 31, 2026
- Preferably unmarried
