Senior Technical Data Management Officer
Responsible for managing and improving technical data operations and services for PETRONAS domestic projects. The role ensures the delivery of accurate and verified technical data, fit-for-purpose technologies, and effective data management practices, while developing technical capabilities within the team. The position supports PETRONAS in driving business value and growth while reducing HSSE risks.Job Responsibility and Accountability
- Develop and implement strategies, roadmaps, and governance for PETRONAS technical data, applications, and databases to support business objectives and create value.
- Manage the availability, quality, accuracy, completeness, and accessibility of technical data to ensure reliable and fit-for-purpose information for business users.
- Drive the integration, visualization, and interoperability of technical data across departments, domains, and disciplines to support better collaboration and decision-making.
- Plan, evaluate, design, and maintain technical applications, tools, and workflows to meet business and user requirements and improve operational efficiency.
- Lead and support Centre of Excellence (COE) initiatives by promoting best practices, innovative solutions, effective technologies, and continuous improvement in technical data management.
- Provide technical advice and recommendations to improve data management, applications, processes, and workflows in line with business needs.
- Build and maintain effective relationships with internal stakeholders, government authorities, industry players, technology partners, and service providers to stay updated on industry developments and opportunities.
- Ensure compliance with PETRONAS policies, procedures, governance requirements, HSE standards, and Code of Conduct and Business Ethics (COBE).
- Develop team capabilities and promote a culture of collaboration, accountability, integrity, continuous improvement, and high performance.
Qualifications and Experience Requirements
- Bachelor’s Degree in Information Technology, Computer Science, Data Management, or related technical field.
- Minimum 5 - 8 years of relevant working experience in technical data management, technical applications, or related field.
- Strong understanding of technical data management, data quality, data integration, databases, and data governance.
- Experience in managing or implementing technical applications, data workflows, data repositories, and visualization solutions.
- Familiarity with data architecture, system interoperability, and integration across different business functions or technical disciplines.
- Experience in the oil and gas, energy, engineering, or other asset-intensive industries will be an advantage.
- Strong analytical and problem-solving skills, with the ability to translate business requirements into practical data and technology solutions.
- Good understanding of governance, compliance, HSE, and business ethics requirements.
Senior IT Business Application
Lead and manage business application and system implementation to deliver efficient, sustainable, and well-governed solutions. Drive technology improvements, standardization, and IM and IT innovation to enhance productivity and support Upstream business objectives and value creation.Job Responsibility and Accountability
- Service Level Management: Manage and monitor business application services to ensure reliable, efficient, and sustainable operations in line with Upstream and PETRONAS standards.
- ICT Governance: Develop and implement application sustainability plans and ICT strategies that align with business objectives, policies, and governance requirements.
- Project Management: Lead business application projects from planning to implementation, ensuring solutions meet business needs and deliver value and return on investment.
- Application / System Support: Provide guidance and support to resolve application and system issues, while helping users maximize the effective use of business applications.
- Improvement, Sustainability and Continuity: Drive continuous improvement and system enhancement initiatives to improve operational efficiency, minimize service disruptions, and ensure business continuity.

Senior IT Infrastructure
Manage and oversee end-to-end ICT infrastructure, cybersecurity, compliance, and service delivery to support business operations. Ensure ICT systems are secure, reliable, efficient, and well maintained to meet end-user needs and country business objectives.Job Responsibility and Accountability

Senior Marine Officer
Overseeing the safe and efficient mooring, connection, cargo offloading, and unmooring of shuttle or offtake tankers tandem with the FSO. Including managing and ensuring all marine operation permits remain valid and compliant. This role requires advanced ship-handling expertise, in-depth knowledge of dynamic positioning (DP) systems, and a thorough understanding of all related marine operations, while ensuring full compliance with Indonesian regulations and international safety standards.Responsibilities
- Coordinates all the required duties for lifting activities to include but not limited to the activities prior to the arrival, inspects and certifies conditions of tanker, during the mooring / unmooring, loading of crude oil, and after the lifting process.
- Coordinates schedules, permits, licenses, and documentation for cargo transfers, vessels, and marine equipment.
- Serve as the Person in Overall Advisory Control (POAC), providing overall authority and operational oversight for all cargo offloading activities involving shuttle tankers.
- Provide expert guidance and oversee the approach, positioning, and secure connection of the offtake tanker for tandem offloading arrangements.
- Perform immediate and decisive control during any emergency situations arising in offloading operations, such as severe weather, hose failure, or tanker drive-off / drift-off scenarios. Initiate and execute emergency disconnect procedures (EDS) when required to safeguard personnel, assets, and the environment.
- Conduct pre-operation briefings with the FSO crew and the shuttle tanker's crew, covering all procedures, emergency plans, and communication protocols.
- Serve as the primary marine liaison between the FSO and the approaching / offtake tanker, as well as with FSO Radio Operator and traffic control (VTS - Vessel Traffic Service) if applicable
- Continuously monitor and interpret weather forecasts and sea state conditions. Advise the OIM on the operational window and initiate delays or shutdowns if limits are exceeded.
- Ensure compliance with all laws, decrees, and regulations issued by Indonesian authorities, including but not limited to:
- Dirjen Hubla (Directorate General of Sea Transportation): All maritime and shipping regulations.
- SKK Migas (Special Task Force for Upstream Oil and Gas Business Activities): Specific requirements for crude oil lifting operations.
- Indonesian Port Authority and Harbourmaster: Requirements for the specific offshore field location.
- Ensure all marine operations logs, offloading records, tanker paperwork (including validity of certifications and insurance), and pre- / post-operation checklists are accurately completed and filed.
- Ensure the offtake tanker has all necessary clearances and permits to operate in Indonesian waters.
- Responsible for managing and ensuring all marine operation permits remain valid and compliant
Qualifications and Experience Requirements
- Valid Certificate of Competency for Deck Officer Class I and Maritime Pilot Class I
- Minimum 5 years experience as Mooring Master
- Valid STCW Master Mariner Certificate
- Valid Seafarer's Medical Certificate
- Local Indonesian Pilotage License / Certification may be required or highly advantageous
- Successful completion of mooring / un-mooring operations
- A minimum of 5-10 years of sea-going experience as a Master on Aframax oil tanker is highly desirable.
- Extensive and proven experience as a Mooring Master on an FSO or an Aframax / Larger tanker is essential.
- Deep understanding of vessel hydrodynamics, interaction, and forces involved in close-quarters manouverings.
- Ability to command respect, lead multi-national teams, and make critical decisions under extreme pressure.
- Excellent verbal and written communication skills in English.
- Strong analytical skills to quickly assess changing situations and implement solutions
Administration Officer - as a Third Party
Provide administrative and operational support to ensure the department functions efficiently, maintains accurate records, coordinates activities, and complies with company policies and procedures.Job Responsibility and Accountability
- Provide day-to-day administrative support to the department team and management, prepare, draft, and distribute correspondence, reports, presentations, and meeting materials.
- Manage departmental calendars, appointments, and meeting schedules. Organize and maintain filing systems, records, and documentation.
- Assist on scheduling and coordinating departmental meetings, workshops, and events. Prepare meeting agendas, minutes of meetings, and action item trackers.
- Support audit and compliance requirements by maintaining necessary documentation.
- Process purchase requisitions, purchase orders, invoices, and expense claims.
- Coordinate with procurement and finance teams regarding vendor payments.
- Serve as a point of contact for internal and external stakeholders.
- Coordinate information flow between departments and management.
- Support onboarding activities and administrative arrangements for new employees.
- Ensure departmental administrative activities comply with company policies and procedures.
- Support special projects and other duties as assigned by management.
Qualifications and Experience Requirements
- Diploma’s degree in Business Administration, Management, or related field.
- Minimum 5 years’ experience as administration officer, office management, or related roles.
- Possess good interpersonal qualities with good relationship building, networking, and independent.
