Senior Mooring Master
Overseeing the safe and efficient mooring, connection, cargo offloading, and unmooring of shuttle or offtake tankers tandem with the FSO. Including managing and ensuring all marine operation permits remain valid and compliant. This role requires advanced ship-handling expertise, in-depth knowledge of dynamic positioning (DP) systems, and a thorough understanding of all related marine operations, while ensuring full compliance with Indonesian regulations and international safety standards.Responsibilities
- Coordinates all the required duties for lifting activities to include but not limited to the activities prior to the arrival, inspects and certifies conditions of tanker, during the mooring / unmooring, loading of crude oil, and after the lifting process.
- Coordinates schedules, permits, licenses, and documentation for cargo transfers, vessels, and marine equipment.
- Serve as the Person in Overall Advisory Control (POAC), providing overall authority and operational oversight for all cargo offloading activities involving shuttle tankers.
- Provide expert guidance and oversee the approach, positioning, and secure connection of the offtake tanker for tandem offloading arrangements.
- Perform immediate and decisive control during any emergency situations arising in offloading operations, such as severe weather, hose failure, or tanker drive-off / drift-off scenarios. Initiate and execute emergency disconnect procedures (EDS) when required to safeguard personnel, assets, and the environment.
- Conduct pre-operation briefings with the FSO crew and the shuttle tanker's crew, covering all procedures, emergency plans, and communication protocols.
- Serve as the primary marine liaison between the FSO and the approaching / offtake tanker, as well as with FSO Radio Operator and traffic control (VTS - Vessel Traffic Service) if applicable
- Continuously monitor and interpret weather forecasts and sea state conditions. Advise the OIM on the operational window and initiate delays or shutdowns if limits are exceeded.
- Ensure compliance with all laws, decrees, and regulations issued by Indonesian authorities, including but not limited to:
- Dirjen Hubla (Directorate General of Sea Transportation): All maritime and shipping regulations.
- SKK Migas (Special Task Force for Upstream Oil and Gas Business Activities): Specific requirements for crude oil lifting operations.
- Indonesian Port Authority and Harbourmaster: Requirements for the specific offshore field location.
- Ensure all marine operations logs, offloading records, tanker paperwork (including validity of certifications and insurance), and pre- / post-operation checklists are accurately completed and filed.
- Ensure the offtake tanker has all necessary clearances and permits to operate in Indonesian waters.
- Responsible for managing and ensuring all marine operation permits remain valid and compliant
Qualification and Experience Requirements
- Valid Certificate of Competency for Deck Officer Class I and Maritime Pilot Class I
- Minimum 5 years experience as Mooring Master
- Valid STCW Master Mariner Certificate
- Valid Seafarer's Medical Certificate
- Local Indonesian Pilotage License / Certification may be required or highly advantageous
- Successful completion of mooring / un-mooring operations
- A minimum of 5-10 years of sea-going experience as a Master on Aframax oil tanker is highly desirable.
- Extensive and proven experience as a Mooring Master on an FSO or an Aframax / Larger tanker is essential.
- Deep understanding of vessel hydrodynamics, interaction, and forces involved in close-quarters manouverings.
- Ability to command respect, lead multi-national teams, and make critical decisions under extreme pressure.
- Excellent verbal and written communication skills in English.
- Strong analytical skills to quickly assess changing situations and implement solutions
Senior Mechanical Static Engineer - as Third Party
Coordinate, strategize, develop and establish reliability roadmap for static equipment system from feasibility studies, sustaining performance strategy and improvement implementation throughout the conceptual and detail design by providing the total technical integrity solutions and expertise through benchmarking exercise, technical review / compliance and specialized studies to ensure reliable and successful implementation that is critical to operational needs.Job Responsibilities
- Provide technical expertise in the design, operation, maintenance, and reliability of mechanical static equipment to ensure safe, efficient, and continuous operations.
- Develop, review, and implement maintenance strategies, inspection programs, operating procedures, and engineering solutions in compliance with statutory requirements, safety regulations, and applicable technical standards.
- Conduct troubleshooting, Root Cause Failure Analysis (RCFA), and defect elimination initiatives to resolve critical equipment issues, minimize downtime, and improve equipment reliability and availability.
- Identify and implement maintenance improvement initiatives, including preventive maintenance reviews, reliability enhancement programs, and equipment performance optimization to reduce operational costs and HSE risks.
- Evaluate and recommend operational optimization strategies through technical assessments, benchmarking, and adoption of industry best practices to enhance equipment performance and operational efficiency.
- Assess and recommend suitable technologies and engineering solutions to improve equipment reliability, optimize maintenance costs, and support operational requirements.
- Provide technical recommendations and support to multidisciplinary teams in resolving mechanical static equipment issues and ensuring the integrity, safety, and reliability of production facilities
Qualifications and Experience Requirements
- Bachelor’s degree in Mechanical Engineering or equivalent from a reputable university.
- Minimum 8-10 years of relevant experience in mechanical static equipment engineering, maintenance, and reliability, preferably within the upstream Oil and Gas industry.
- Proven experience in managing mechanical static equipment, including pressure vessels, piping systems, heat exchangers, tanks, and related facilities, preferably in offshore operations.
- Strong knowledge of mechanical integrity, equipment reliability, inspection, preventive maintenance, and maintenance optimization strategies.
- Hands-on experience in troubleshooting, Root Cause Failure Analysis (RCFA), defect elimination, and equipment failure investigation.
- Good understanding of applicable engineering codes and standards, including ASME, API, and relevant statutory and HSE requirements.
- Experience in conducting technical assessments, reviewing engineering designs, and implementing equipment reliability and performance improvement initiatives.
- Strong analytical, problem-solving, communication, and stakeholder management skills, with the ability to work effectively in multidisciplinary teams.
- Good command of English, both written and spoken.
Commercial Officer
Support and execute commercial and petroleum arrangement activities for Indonesia Operations through coordination, analysis, and implementation of commercial strategies, agreements, and business initiatives to ensure effective delivery of business targets aligned with overall Upstream business strategies, while maintaining good working relationships with partners and host government authorities.Job Responsibilities
- Business Strategy Support
- Support the development and implementation of integrated commercial strategies and initiatives for PC INO by conducting commercial assessments, analyzing business impacts, supporting opportunity screening, and providing inputs aligned with corporate strategy and portfolio objectives to support business growth and value creation.
- Commercial Advisory and Business Improvement
- Support management and internal stakeholders by providing commercial analysis, business insights, and recommendations related to upstream commercial matters, including identifying improvement opportunities, supporting performance optimization initiatives, and ensuring compliance with PSC requirements and commercial governance.
- PSC Management and Commercial Arrangements
- Support the management of PSC extension activities, commercial arrangements, and negotiations through coordination of technical, economic, and financial evaluations, preparation of commercial assessments, and monitoring compliance with applicable policies and procedures to support effective commercial decision-making.
- Marketing and Monetization Support
- Support market intelligence activities, monetization initiatives, and commercial evaluations by monitoring market trends, pricing mechanisms, and regulatory developments to identify potential value creation opportunities aligned with operational and business objectives.
- Stakeholder Management
- Maintain good working relationships with partners, host government agencies, and relevant stakeholders through effective coordination, communication, and support in addressing business and commercial matters related to PC INO operations in Indonesia.
Qualifications and Experience Requirements

Business Development Officer - as Third Party
Coordinate and analyse the technical, commercial and business information of Operated By Others (OBO) assets’ in evaluating the plans for reserves monetization, development of oil and gas fields and sustainable operational and financial performance in order to maximize value and meet the target value creation for business growth in line with the Company’s Corporate Agenda.Job Responsibilities
- Field Development Plan (FDP)
- Prepare and gather information on oil and / or gas discoveries (greenfield) and / or in-fill development (brownfield) in producing a complete Field Development Plan to be endorsed by the Project Gate Review Committee by identifying and managing development risks, assessing availability of fit-for-purpose technology application / cost-effective technology, and ascertaining viability of the project for a timely exploitation and successful achievement of commercially feasible development of discovered oil and gas fields.
- Joint Venture Management
- Monitor and control the execution of petroleum operations and work programme activities of Joint Venture (OBO) blocks by operationalizing the Joint Operating Agreement (JOA), Accounting Procedure, complying with relevant Host Government’s regulations and PETRONAS’ LOA, and participating
- actively in discussions (formally or informally) with JV Partners to maximize the value of the respective Blocks and safeguard PETRONAS’ interest
- Reserves Monetization
- Coordinate, analyse and forecast the technical (production including production enhancements, facilities improvement plan, drilling / workover) and commercial (Net Present Value, Profit Before Tax, Cash Flow) activities of Joint Venture (OBO) blocks against the CPB and WPB via continuous tracking / evaluation of the actual performance versus plan and recommendation of way forward / mitigation to sustain the delivery of the assets and meet the target committed to the Host Government and respective JVs.
- Commercial Arrangement
- Participate and prepare for the assessment for negotiation and / or new / revision / amendment of commercial agreement / arrangement in developing oil / gas fields by examining and identifying critical terms to be incorporated, benchmarking with other relevant Agreements, and conducting cost / benefit analysis in producing attractive commercial terms to safeguard PETRONAS’ interest in the Block.
- PSC Performance and Analysis
- Perform analysis on the operational, financial and commercial status of OBO assets by evaluating the performance against plan and / or Best In Class standards, proposing alternative technical / commercial solutions and sharing of lessons learnt / best practices based on other PETRONAS assets to achieve production, growth and revenue targets.
