The agency operates independently and is overseen by two main bodies: the executive board and the supervisory board. The executive board is responsible for the day-to-day operations, including investment decisions and fund allocation. The supervisory board ensures that all activities are conducted ethically, transparently, and in compliance with regulations. Members of both boards are selected through a formal process involving the President and the House of Representatives, ensuring accountability and public trust.
One of BPKH’s key functions is to invest the collected Hajj funds in sharia-compliant financial instruments. These investments generate returns that help subsidize the cost of the pilgrimage, making it more affordable for Indonesian Muslims. The agency places funds in Islamic banking products, sukuk (Islamic bonds), and other halal investment vehicles. This strategy not only preserves the value of the funds but also contributes to the development of the Islamic finance sector in Indonesia.
BPKH also plays a strategic role in international cooperation. It has established a subsidiary in Jeddah, Saudi Arabia, to facilitate direct investments and improve service delivery for Indonesian pilgrims. The agency actively participates in global forums and collaborates with institutions such as Bank Indonesia to promote sharia economics and enhance the quality of Hajj services. Through these efforts, BPKH positions Indonesia as a leader in Hajj financial management on the global stage.
Despite its achievements, BPKH faces several challenges. Legal harmonization remains an issue, particularly between Law Number 34 of 2014 and Law Number 8 of 2019 on Hajj Worship Implementation. This has led to some ambiguity in institutional roles and responsibilities. Additionally, maintaining public trust is an ongoing priority, given the large sums of money involved and the spiritual significance of the pilgrimage. The agency must also ensure that financial efficiency translates into tangible improvements in the pilgrim experience.
To address these challenges, BPKH has implemented various reforms. These include digital transformation initiatives, enhanced risk management practices, and capacity building for its staff. The agency continues to refine its governance model and explore innovative solutions to improve its operations. By doing so, it aims to uphold its mandate and deliver value to the millions of Indonesian Muslims who rely on its services.

General Requirements
- Indonesian citizen
- Physically and mentally healthy
- Possess integrity and an irreproachable personality
- Possess qualifications and competencies according to the needs
- Not currently a suspect or defendant in legal proceedings
- Never convicted with imprisonment based on a court decision with permanent legal force
- Never dishonorably discharged as an employee
- Not currently serving as a board member and/or member of a political party.
Specific Requirements
- Graduate from a domestic university with a GPA above 3 on a 4.00 scale
- Graduate from a foreign university with diploma equivalency and GPA from the Ministry of Education, Culture, Research, and Technology, with GPA above 3 on a 4.00 scale
- Minimum 3 years of work experience, including the work experience required in section C of official info attached below Work experience must be proven with a certificate / reference or other supporting evidence
- Minimum English proficiency score 500 for TOEFL / equivalent, proven with a valid certificate
- Never committed criminal act, fraud, digital crime, or financial crime, proven by attaching a valid Police Clearance Certificate (SKCK).

- Valid Police Clearance Certificate (SKCK) and Integrity Pact in BPKH format to be submitted after the candidate passes administrative selection
