The establishment of Perum BULOG cannot be separated from the existence of its predecessor institution, the Logistics Agency (BULOG). Perum BULOG is the result of an institutional transition or a change in the legal status of a Non-Departmental Government Institution (LPND) into a State-Owned Enterprise (BUMN) in the form of a Public Company (Perum). The change in BULOG's legal status also influenced the vertical coordination flow, which initially was directly under and accountable to the President of Indonesia, but later fell under the coordination of the Ministry of State-Owned Enterprises and other technical ministries.

Based on Government Regulation No. 13 of 2016 concerning the Public Company (Perum) BULOG, Article 1 states that Perum BULOG is a State-Owned Enterprise (BUMN) as regulated in Law No. 19 of 2003 on State-Owned Enterprises, with all its capital owned by the state as separated state assets and not divided into shares. It engages in food logistics business activities and other ventures that support the company's aims and objectives.
Perum BULOG envisions becoming a trusted leader in the food supply chain by offering excellent services for the welfare of the Indonesian people. Its mission focuses on several key aspects: being a reliable executor for government assignments related to food availability, affordability, and stability; implementing efficient food supply chain activities supported by digital applications and exceptional service; and developing commercial food supply chain businesses that balance corporate sustainability with social responsibility.
