The journey to Merge Pelindo had been under discussion for a long time, starting in 2009, when a Port Holding and Dredging Study was prepared. In 2012, Pelindo I, II, III, and IV Integration Studies had been compiled. In 2013, the Indonesian Port Holding Study and establishment of PT Terminal Petikemas Indonesia were prepared. In 2016, the National PMO was formed and continued with the preparation of the Pelindo Incorporated study, which at that time was intended to merge the Subsidiaries of PT Pelabuhan Indonesia I, II, III and IV (Persero) with similar business fields. Furthermore, in 2017 a Maritime Holding Formation initiation was carried out and in 2018 an Integrated Port Network study identified 7 (seven) RJPMN Port Hubs, and then in 2019 the Formation of the Container Subholding was initiated.
The next development was the formation by the Ministry of SOEs in December 2019 of a Team for the Acceleration of Synergy Improvement and Integration of State-Owned Enterprises in Port Services as stated Minister of SOEs Decree No. SK-311/MBU/12/2019, as part of the Government’s strategic program to improve trade connectivity and contribute to lowering national logistics costs. This decision was further updated in the Minister of SOEs Decree No. SK-83/MBU/Wk2/11/2020 dated November 13, 2020 and the Minister of SOEs Decree No. SK-33/MBU/Wk2/03/2021 dated March 29, 2021. The Ministry of SOEs took the initiative to carry out the SOE Port Services consolidation process not based on region, but by strategic areas to create maritime connectivity throughout Indonesia. By so doing, SOEs port services would be more efficient in their operations and investment, create an optimal sea transportation network, and provide excellent services supported by standards and an adequate port infrastructure. This was realized by preparing a Synergy and Integration Study for Port SOEs that resulted in a design for merging the four Pelindo in 2020.
Pelindo's main business clusters are organized as follows: the Container cluster, the Non-container cluster, the Logistics cluster and coastal area development (hinterland), and the Marine clusters, equipment, and port services. This grouping is designed to narrow the focus of business development at Pelindo, enhance the capabilities and expertise of the human resources in each specific cluster, and enable more efficient work practices that lead to higher customer satisfaction. In turn, this strategic focus broadens market share and contributes to increased company profits.
