Procurement Manager Engineering & Operations - Jakarta

Job Description

  • Responsible for driving development and implementation of Top Quartile procurement and contract strategy for capital projects in line with DS MoA and CP policies.
  • Manage end to end contracting and procurement of services for design, engineering, construction and related service support as well as procurement of equipment / machinery in support of capital investment projects for Global Commercial (GC) business. 
  • Projects include Greenfield investment or Brownfield expansion / upgrade. Scope covers market analysis, business needs understanding, contract strategy development, tendering and negotiation and contract management.
  • Play as a key project member in multiple projects in Indonesia to closely partnering with project team in ensuring reliable and cost competitive supply of services and equipment within budget, on specification and on schedule. Projects include Greenfield investment or Brownfield expansion / modification.

Accountabilities

Requirements

  • Tertiary education in the field of engineering or engineering management or in relevant field
  • Strong procurement experience, mature negotiator
  • Strong stakeholder management skill
  • Proven track record of execution excellence and delivering result
  • 5 years of working experience in project or engineering procurement. Experience in EPC market and management desired
  • Sound understanding of DS or GC business is desirable
  • Experience in engineering and project procurement, ability to understand engineering terminologies
  • Good project management skill with commercial acumen.
  • Serve as an expert in project procurement from design to execution. Manage high complexity contracts and major supplier relationships. e.g. large scale EPC.
  • Strong working relationships with P&T and GC Project Teams to explore contracting and procurement synergies for the projects across the region.
  • High HSSE exposure and requires to ensure full HSSE due diligences are in place.
  • Possibly high Ethics & Compliance exposure (interface with Government Intermediaries, SOEs) hence requiring incumbent to ensure full E&C due diligences are in place.

Retail Permiting, Relationship Manager - Jakarta

Job Description

  • Plans, develops, implements, administers and evaluates programs, activities and daily operations related to Retail permitting
  • Review and monitor licenses required for construction / opening / operating sites both CO and DO including the facilities within the retail station (eg., NFR) and ensure any gaps are addressed timely and appropriately.
  • Manage permit agents to ensure all license renewals are completed on time, e.g. Sertifikat Layak Fungsi (SLF), Pemadam Kebakaran (DAMKAR), UKL / UPL, Ijin Utilitas, Ijin Lingkungan, Certificate of Inspection (COI), etc
  • Responsible to manage and monitor to ensure periodic reports are submitted as per regulation timeline, i.e. UKL / UPL report.
  • Keep a fresh database on site operating licenses and ensure renewal is done on time.
  • Support retail functions during engagement with government officials and community organizations (e.g. MIGAS, PTSP, BLH, PEMDA, SATPOL PP, LURAH, etc.) related to permitting issues. 
  • Monitor and keep abreast on changes in government regulations and advise any appropriate actions / engagements on licensing requirements needed to response to these changes. Work with Legal and GR on what is the impact of new regulation and advice the relevant risks / opportunities.

Requirements

  • Possess strong network and good relationship with government officials / community organizations.
  • Solid understanding of licensing requirements, particularly related to petrol stations.
  • Strong project management.
  • Ability to foster a cooperative work environment
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of stakeholders
  • Retail experience is a bonus.
